As the Health Centre is a wholly
official institution the question of its use
by the Eugenics League now seems to me a
matter for decision by the Secretary of State.
The present case is not altogether
similar to that dealt with on the Straits
file which dealt with a petition for the
establishment of a birth control clinic by
the Colonial Government. Although the use of
the Health Centre by the League means that
some Government support has been given, it
appears to me that the fact that the League
is a purely unofficial body does alter the
position very considerably. If the League is
to continue using the Centre then I do not see
why it should not be allowed to advertise
its objects and I suggest that refusal of
permission to do so would be quite inconsistent
with allowing it to make use of the Centre' S
premises. As this is allowed, and I do not
see any reason why it should be discontinued,
I suggest that we should reply that the
Secretary of State has no objection to the issue
of the advertisement in its entirety.
